So the purpose behind pulling 10 degrees to the outside is to get their weigh on their front leg, hence preventing them from using that let to step and catch their balance?

Most of judo appears to be exactly that. You control the weight distribution on the opponent's legs, or you get lucky when you do a throw. Getting the opponents weight on the correct leg, for that brief second to start the throw is essential.
Can you do tutorial to okuri ashi barai timing?
