Emmanuel, very brilliantly put. Very parochial and yet committee is being partial in vetting trivial oversights. The Speaker JP being chairman of this committee; Isn't it a conflict of interest for him to deal with the VONC at committee and bring to speakers chair?

Quality check should have been done prior to it being submitted to the speaker. Such errors should have been identified and picked up earlier by the office responsible for the submission of the paper.

A fair and reasonable analysis and comment. I also agree that peripheral or parochial issues should not frustrate a Constitutional process such as the VoNC. It is seemingly inevitable that a govt will have government aligned members in such parliamentary committees like the Private Business Committee (as we now experience) to protect government's interests. To avoid such conflicts an organic law should be enacted providing for the process and conduct of VoNC and for the membership of the committee that would screen and vet the correctness of a VoNC notice.
