I've built the other prison(jail) right next to Federal Prison. No sooner had I built it, one of inmates fled for his life. And a jailor was after him(more like hide and seek....) and sometimeater another jailors came for assistance to apprehend him.
Other inmates were just shoveling as guarded by chivalry.
