I think if it is not safe to keep the charger under seat as it will get heated and there is fan in it that requires proper ventilation.

You are not supposed to keep the charger inside the boot while charging as the charger cable is getting pinched and it would get damaged. And to open the charging port, do not pull it, just press it gently. However you have provided a great idea for keeping the charger safe, Ather need to consider your idea and make arrangements so the cables don't get damaged.

Keep the adapter in such a way that fan faces upwards, as shown there is space for ventilation through the space out of which cable was pulled.
Don't keep charger in the boot while charging.
