A CRANE STARTS TO TOPPLE OVER LIFTING A BOAT AT WATCHET MARINA 23 AUGUST 2017

An unfortunate incident the cause of which at present remains a mystery. Several people have said they knew the crane driver who been doing his job with no problems for a long time.The tipping is seen to occur as soon as the crane is rotated.The boat owner is wearing the red shirt. Significant damage has since been reported to the boats propellers and drive shaft. This is a condensed version of the wider coverage of this event as seen in Part 2 of the video WATCHET SUMMERTIME EVENTS WEDNESDAY 23 AUGUST 2017.     you got that right. I doubt that they had the load weight or the maximum load radius before starting. The crane was lifting over the side...weaker quadrant. And the by standers don't even mention the bystanders. They could have been all wiped out.

    @@mactcampbell Yeah, the spectators seemed to be standing in line with the jib of the crane whilst it was teetering, if it had gone I think a few would possibly have been crushed.

    @@otto16121970 It doesn't matter. The basics of crane operation remains the same. Part of doing a lift is planning the lift which includes determining load weight, crane's capacity at load radius over the side.

    I’m a certified crane operator so I’ll add my two cents. this is a classic case of overload. I’m sure no one checked the load chart and I’m sure no one knew the weight of the pick. Lots of guessing and this is the results

    Thanks for the input. I knew the outcome of the video ahead of time, but that crane looked too small for a boat built that heavily even to an amateur eye.

    @@scdevon actually the crane might have been adequate for the lift but the capacity changes with the angle of the boom to the crane centerline. So if he picks too far out he has reduced the capacity of the crane to make the lift. So if that’s a 100 ton crane but his pick is 50’ from the centerline his actual capacity might only be 35 tons and he’s also over the side of the tracks which might also have a limiting factor.

    They put load charts in cranes for a reason. I'll wager that the operator didn't know the weight of the pick, which does not matter, because he more than likely didn't read the load chart any way. Who was in charge here? Anybody???

    @@SteveTheFazeman actually depending on the crane model some have capacity 360 around the crane. But that being said usually the best stability is parallel with the tracks over the front idlers

    The crane tracks should have been aligned mid position between the lift and the drop position for max capacity and safety margin, they are much longer than their width

    Conversation one night in a pub -- 'I gotta get me boat lifted off a truck into the water' "Well me son, I gots a crane" 'If you can do it, I'll hire ya' "How much does she weigh ?" 'Oh about 20 tons, what's yer crane able ta lift ? ' "oh I'd say ...about 20 tons" ' ahh well then, we should be good to go' -- and that was all the professionalism needed

    Right place at the right time to capture that Mike, good scoop. Will be interesting to know what caused that to suddenly tip like that and then to recover. Please keep us posted if you hear of any information. Very lucky there were no injuries to anybody, could easily have developed into a serious incident. Thanks again for your efforts in recording all your local events, never been to Watchet, but I feel like I know it quite well, its now on my list of places to visit, you should be paid a retainer by the local tourist office......Graham

    And I expect the crane driver didn't feel comfortable for quite some time afterwards! I went back and had a close look at the boat and crane later. The crane certainly looks a heavy and solid machine. They both can be seen in my video titled A BUSY BANK HOLIDAY SUNDAY AT WATCHET.

    Can't blame the old RB for trying. The crane was simply overloaded at that radius and the driver not smart enough to know his track is lifting. HSE will have a field day on the lack of planning and training.

    in the Uk a lift like this must have a risk assessment in place before lifting, which must include all details of the lift i.e. weight of load/crane capacity/ date of lift / safety precautions used and more importantly the oppointed person and lift supervisor in charge. clearly none of this has taken place here and they were lucky no one was seriously injured or worse.

    Well said, Mark. Most people watching this will think, 'Oh, wow, good that it turned out okay.' The crane company should be jailed. Cranes aren't Tonka toys, folks... Sheesh! And did the H&SE prosecute the idiots who 'planned' this lift? I doubt it.

    Beautiful boat.. too heavy. Reminds me of a time trying to get off the ground in a overloaded chopper. We were moving camp in the Yukon. The pilot kept jettisoning payload until.. I think we're ok!

    The lifting charts on those old cranes were on the seat when it started to lift you were a bit overloaded.

    The tracks of the crane should be facing the lift area ie facing the lorry and slightly to the right between the lorry and the dock edge. The crane is at its maximum lift capacity. See this to many times the marinas have small cranes that was bought second hand or years ago. I’ve only seen one marina that a capable crane for doing the job. It’s all about preparation. Should be been done at high tide as when the crane lowers the boat into the water at so a low gravity takes over and if it falls to fast the cranes brakes could not take the strain.

    Vynle Shmynle You are aware that in many harbours boats sit on the mud twice a day, every day, when the tide goes out? There is nothing wrong with lowering a boat onto the mud at low tide when that is where it is destined to end up most of the time!

    What a beautiful Vessel i’m agreeing with the comment from the certified Operator unfortunately many boat owners only speculate the vessels weight ive owned 17 or 18 of them and sadly all most owners have to go on is the manufacturers specs and dont update the records for additional equipment and water and fuel i personally try to get my haulers scale weights whenever possible and /or use a crane with plenty of capacity or more at a cost of course

    Forget all the health and safety, they would have know the Swing load Weight of the crane and the weight of the boat. The crane is obviously man enough to do the lift, however, nowhere near enough counter balance on the crane, for lifting that far out, the crane needed to be closer for a heavier lift . If I was the owner of the boat I would be apocalyptically angry

    Single Fin, the further away you lift, your centre of gravity changes, therefore you need a greater counter weight, by lifting closer, you decrease the distance from your centre of gravity, hence why the crane righted itself and lifted the boat with ease once the boat/lift was closer

    Ross White crane charts are made up of 2 things stability which you are talking about and structure which just randomly adding counterweights means you might as well throw the charts away. And yes in video he has dropped weight luffed back and taken weight bringing the load back in radius of crane

    Single Fin when a tracked crane or machine/excavator has its boom across the tracks and not parallel to the tracks, this is swing load weight, lifting side on with a tracked machine/crane actually decreases the surface contact stability, this is why a crane/machine will always lift a heavier load with the boom running with the tracks ( parallel ) to the tracks not across as he is in this video.

    I've seen a thousand of these cranes tip over on u-tube, the operators really need more training!!! I can lift 20,000 lbs and the boat weighs 25,000 lbs, NO PROBLEM.....

    There's no mystery here, the center of effort moved forward and the crane doesnt have enough counterbalance or foot print to handle the weight. They were lucky and not destroyed that beautiful boat. KZread is full of cases like this of cranes dropping boats on land or in the water, sometimes upside down. The best way to handle a boat in any decent yard is with a proper Travel Lift

    I have never seen such a badly organised lift in my life. Did they even have a lift plan. If they did, it's clear that it wasn't worth the paper it was written on or it was completely ignored. If the HSE ever get to see this they will have a fit, shocking, simple as that.

    Looks like they don’t have weight gauges in England and/or load charts. Sounded like it was an old friction clutch crane too , the kind Noah used on the Ark Project. Next time get an Aussie Crane Crew and get the job done right. For starters we don’t let bystanders inside the work zone. Next thing is knock a section of boom out of the pin jib , looked like he had the head height for it. Better still get a crane with the appropriate lifting capacity for the task.

    He would have been ok if he reduced radius from center of crane to hook about 10ft by sitting broad side to nice boat. I hauled alot of big wood boats some 50ft. One time I lifted one and the engines dropped out of rotten bottom sides. Also most often Boat yard cranes are not inspected or certified nor their operators . Usually a boat mechanic or yard man runs it who is not trained in rigging or cranes. Also we used four slings often with spreader beams cross wise on topsides to prevent hull deck distortions. Note how hull is tilting to bow putting alot more stress on front sling. We used to mark lift points on every boat from builder. I never lifted with spectator s that close or on boat either. Everyone makes errors . Hopefully boat did not break motor mounts or shaft log. Keels on these are very strong. Often engine transmission generator damaged from drop.     That's not water in the harbour it's mud the tide is out therefore there can't have been any intention other than to offload the truck. For those who don't know Watchet the tides are very extreme between high and low tide, at low tide the water is nearly half mile out from the harbour. West Somerset has the smallest District council in the country and is completely broke

    If they were just unloading truck, the boat could have been lifted and the truck driven away, then the boat lowered onto stands. There would be no reason to slew the jib like that?

    If those Straps slip front to back or back to front it changes all the parameters and centre of gravity and can end up slipping the boat out the end !! . Spreaders Fore n Aft n port n starboard ALWAYS !!

    PS one can block front tips of tracks to increase stability over track ends also. Make a big difference. Also a man at rear counter weight area can warn operator if rear part of track starts to float up indicating crane is overloaded. This prevents catastrophic failure . When bottom rollers lift off tracks don't lift.. If trailer was not there this crane would have flipped over.

    I never have operated a crane, so bear with me for my unitiated questioning if they don't teach those crane and heavy lift crews the fundamentals of Technical Mechanics and its extremly useful method of sections. It isn't really Rocket Science setting up the basic equations of momentum and force balances. Of course for that you need to know the mass on the hook and roughly its centre of gravity. But every ship owner should roughly know its light ship mass; maybe the shipyard could provide the data, or one could deduce it if one knew full load displacement and max. deadweight and bunker capacities.

    You would think there must be some legal requirement for the weight to be declared correctly to the crane operator, and he must have some certification to show the crane can deal safely with that weight.

    Haha. The weight is the displacement of water. There is no such thing as heavy build as it looks. It just have a bigger displacement of water. I think they should not picked it up this way. Better have the boat square to the crane so it reduces flight.

    AGD Equipment had 3 different crawler cranes working there when the New Marina was being built by Dean&Dyball, i had the pleasure of rigging and then de-rigging all 3 cranes, lovely part of the country

    Great catch Mike. The first thing they should have done was to tell those people to move. If the crane continued to fall it could have clobbered them, Guess the crane driver had to change his undies. Did you make the 7pm news? Had a laugh with the comments by people around you and when we heard the DMU toot and drive off but you did not swing round to film it.......... that must have been hard for you. Well done. Donald.

    As soon as I saw the first few minutes I felt the crane was overloaded, why was this allowed to happen? I worked at a marina in my younger days on my dads boat so had a feeling all was not right. I paused the film before the film progressed and saw 'pogojava' comment a day ago, an experienced crane operator, that said it all.

    Crane driver myself, and answer given.. thought he appeared to hoist too fast too, adding to problem, plus crane ‘’ square on’’, if he had plant at a diagonal angle , to boat and took load in fast he might had pulled it off, but obviously counter weight on lifting plant too little for job in hand.. double weight if what u think it and set up crane that way,,correct slings too, and do job slowly and safely by experienced people.

    Wrong way if his intent was to offload the boat onto the wharf. Right way if his intent was to swing and lower the boat into the water. Too much boat for the crane either way.

    if you look close to the bag of the crane to the back track you cane see it lifting from the ground as soon as the lood goes on the crane. so yes more load then the crane cane handel

    The crane operator was trying to get the outboard tred flat on the deck. It would have been helpful to shore it up. I did hear wood cracking when the boat slipped. Hopefully she's not damaged badly.

    Hi Mike looking at it from my experience of operating cranes, it looks like maybe two things an inexperienced crane operator. because he was reaching too far forward and put the crane off balance over and above the counter weights. He is lucky he wasn't doing it over the water or everything would be down in the bay.

    the controller of lift failed completely..there is ultimately a single point of responsibilty for failure or success period of a pick', that person has the data, criteria, capacities of equipment... and has the go or no go liability of command...oh and that person failed on this pick' in video...

    The crane tipped because the treads were perpendicular to the load. As the crane swung towards the water, the situation became worse. The end of the treads facing away from the water should have been pointing halfway between the initial load direction and the final load direction.

    Very sad for all involved, and for all those that kept this classic mv in such good condition over decades. Us humans don't seem to be very good at assessing risk; this time a boat, next time a planet.

    There is absolutely no "mystery" to this at all. The boat exceeds the rigged capacity of the crane. A side lift without outriggers is one of the least stable lifts, and this is the result of that instability, combined with the weight of the boat.

    Well its what happens when working outside the safe lifting radius, which is dangerous, they were lucky to get out of that situation with so little damage. Poor owner must have been frantic.

    We all thought that this was incompetance but compared to the Cardiff Marine group who have taken over Watchet who work on an altogether different league of incompetance it seems that the Marina is now for all intents and purposes not fit for purpose and with the near collapse of the Marine group it is expected to shut its doors in Watchet and the other marina's on the Welsh coast under the custody of scoundrel known as Christopher Odling Smee .

    The most unforgivable issue with this lift is not knowing the pick weight and realizing they were beyond capacity considering they brought this boat in by truck - which most likely had to come across a scale at some point and most likely even without the scale HAD to know the boat's weight for the road permit. If I were a betting man - that crane's load warnings system is either inoperable and they never fixed it - or it was faulty and they had become used to bypassing the alarms or cutting them out. So many things had to go wrong along the way to get to a place where a load takes control of the lifting crane instead of the normal reverse situation. Lucky they did not kill someone. Wonder what's worth more - the repairs to this man's boat and the loss of insurance or the wages saved by hiring a budget crane operator over the years?

    Cranes are NOT "driven", they are operated, and in this case not operated well. This was a bad idea from the beginning and either the weight of the boat was not told correctly to the dock company and or the crane is under rated for the lift. The start of the swing was not smooth, it was a little jerky showing how ill thought out the lift was because the crane was trying to lift a load that was too heavy. The boat owner is lucky that the accident (drop) happened where it did because the crane would have had to "boom out" to get the boat into the water thus making the lift even more faulty. The further away from the crane the more the load weight affects the balance of the crane and it's lifting capacity. If the crane had swung the boat out over the water, it would have probably been dropped in the water with the crane falling down on the boat into the water and both would have been sunk.

    Very good post, only thing is that its a crawler crane, so it can't "boom out" only telescopic can boom out or in, Crawler cranes only can top down or up, That is the gib being lowered or risen

    @@southerneruk By "boom out" I mean boom down, or lower the boom to a less steep angle so the load is further away from the crane. I have run lots of cranes, hydraulic cranes, draglines, and back hoes (hydraulic excavators).

    I operated a 30ton capacity railway steam breakdown crane for years at 16foot radius with outriggers out and cliped to the rail the lifting capacity was 30 tons but at maximum radius of 40 foot the lifting capacity was 10 tons and that was on level track no superelevation which brought the capacity down ballast at the rear was the boiler and water tanks when working free on the rail on with superelevation track and the jib over the high rail if you jibbed in to a certain radius the counterweight of the boiler would cause the crane to topple backwards

    It was built in 1961 by Feadship in Holland. Not much more information available.

    At 1:23 minutes into this video you can see the the cranes track on the back end of the crane is starting lift off the ground. Also, they should have turned the semi around or lift the boat off from the side (if room allowed) for the aft end of the boat is always the heaviest. This would have keep the most weight closer to the center of the crane. All of that info is Operator Knowledge 101

    old PH crawler no LMI then to calculate weight. Could have been much worse. Slings snap on boats alot since they are old often never checked .

    that is amazing to see a crane like that in the UK still working I was told when taking my course that they were band all use of that crane type in the UK I do see why it should be now too we still have them here they just are now used for yard use only now have better easier crane to use out their now yes HSE should be looking into this lucky no one was hurt both the owner and the crane operator and the deck and the owner should have been fined I know I would have been fine and could of had my tricket pulled for me

    I think the type of crane that is now outlawed are the type which have no powered lowering, ie the load has to be held on the hoist brakes. Many of the type shown (I think its an NCK Ajax ) have hydraulic hoist control and automatic braking the lowering and hoisting are under power control and if power should fail for any reason the brakes are automatically applied. That said, the outcome was very fortunate and no one appears to have been hurt. Very very lucky.

    If the truck was side on to the crane this wouldn't have happened the crane is boomed out too far for the weight. Dispite everything I think they did an amazing job of saving this situation from becoming a far worse disaster.

    Ive no direct heavy lift experience, but it looks like the crane was at the limit of its capacity at that reach. I wonder if the unit could lift more with the tracks inline with the load? If so could have been much worse. The initial lift could have gone well but toppled as the boat was put over the side of the harbour. Perhaps thats why they went for the lift with tracks side on. Anyways, noone got hurt. A good day. Cheers D

    That NCK had no chance at that radius. Hope the operator lost his license over this. Pure incompetence. Lucky no one was hurt. Should have used an RT with outriggers.
