I think I would also remove the zip and put it back in the new position extending the opening. This would make it easier to get over the hips but would obviously make it a longer task.

Neat idea! The only problem I see is-make sure cutting the skirt and folding it up would that make the skirt to short.

There is nothing to stabilise the fabric or give it strength at an area, the waist fastening, at which there will be significant pressure. The fabric is likely to stretch, if not tear. You should find a similar fabric and add a proper facing (as well as interfacing). You could add strong seam biding (not buss binding) along the fold line which would be a better stabiliser.

Способ неудачный, т.к. изменится посадка на бёдрах. Это уж совсем от нищеты. А если уж переделывать джинсовую юбку, то можно найти действительно оригинальные решения - например, из старых джинсов сделать в боках карманы с расширением в талии, и выкроить новый пояс. А мудрить вот это - совсем себя не уважать.

It's because it doesn't fit the waist so it's just fine to adjust..

After she cut it she applied something which is not clear .is it some Velcro .can u explain

It's a fabric called interfacing, it's used to make fabric slightly thicker, and in this case forms an internal waistband. :)

The original waistband was cut off and then a new one formed lower down the skirt where it is wider; this will make the skirt shorter too. Hope that helps.
