The song is It's Been a Long Long Time by Harry James and Kitty Kallen. It happens to be the ending of the Avengers: Endgame.
The two tubas are a Couesnon BBb bass tuba from the 40s and a Masspacher from the 30s- 40s (it's hard to find any information on that thing).
