Speaking as a girl who used to live in this 'do, use small rollers around your face. Once the rollers are out use a hair pick and super hold hair spray to get lift all over. Don't tease with the pick just use it to hold your hair out from the scalp and hit yhe roots with spray. Once you're done spray everything into place.
I would love to see this repeated with the smaller rollers.

You can’t start in the middle of a strand to get a bouncy curl. You start at the ends then wind the curler down to the scalp. With fine hair you may need to use a small claw clip to hold the roller. After rolling, spray with hairspray. Let the roller cool completely before you remove it. Don’t brush! Fluff with your fingers then respray.
