This goes on all the time. NYC public school head janitors make a mint. They're given a budget and it's their own fiefdom to spent it anyway they want. They hire family members. Any after school event a janitor has to stay and make more money. NY Post years ago followed janitors when they were being paid to work and they were on their yacht. How much does it cost to dock a boat on Staten Island? In Boston, State Police were falsifying time cards, sometimes putting in more hours than there are in a day. They just arrested more troopers, they were selling CDLs (commercial driver's licenses).
