Except he is fully right. The only reason Cracker and Katakuri appear to have good fruits is because they are extremely crafty and are themselves strong enough to do it. If you were to g9ve those fruits to any random bloke, he wouldn't do so hot, his biscuits would never be as strong as Cracker's and the Logia like properties of Katakuri's are due to the Awakening, which only a scant few characters are able to achieve in the first place, and I find it unlikely that this random dude would be able to pull off the craftsmanship of these two either As for Kaku, I think that of all of the Zoans you could pick, Giraffe isn't the worst, but I'd wager it's also probably not the one you'd pick if given the chance. For Ivankov however I think the fruit is potentially strong just very underutilized in the story so we only saw a glimpse of it's capabilities

We could debate that all devil fruits depend on their users, and I'll give you a perfect example for each: 1 incredible mythical Zoan : Yamato no Orochi ( orochi's DF ) he had multiple lifes, heads, and powerful yet was one shot, he wasted his DF. On the contrary you have 1 "weak" DF paramecia doffy hito hito nomi, which turns the user into a human string, by doffys own words and actions Devil Fruit powers are dependent on the users creativity. Unless we break down each ability and go with the base ability I'll argue that the only "weak" DF is katakuri mochi mochi nomi - since on the SBS and manga cracker biscuits are said to be as strong as stones without any reinforcement nor haki and a random user could at least throw unlimited huge stones in biscuit form. Katakuri on the other hand used his future sight haki to trick people into thinking he was a logia, awakening doesn't give you that boost nor control on paramecia, only allows the environment to be changed along with DF nature ( this is stated on a SBS, unless said otherwise ). So yeah that's how you cook with facts. 😂

It's like they both made a cake but Caesar's is undercooked and has egg shells and isn't mixed properly. He's still made a cake but you wouldn't call it edible. Cracker literally has one of the most op devil fruits. He can create sentient biscuit soldiers that even in the hands of someone weaker will at least be as strong as a human fighter. And it’s not like they are jus mindless figures, they understand how to battle, when to shield and when to attack. Cracker is a one man army with his fruit

Imagine buggys fruit. That shit if awakened could get the entire island disassembled. Making everyone swim except for him. It's a lost cause for devil fruit users who can't fly or levitate by any means mid air. Not only that, but he could actually control his body when he disassembled. Imagine if he could levitate what he disassembled too just like his body? His weakness would probably be bullet shots and physical punches, but against mihawk or any cutting type opponents. He would win if he was strong like shanks. As oda(probably) said. It depends on the user's imagination to fully potentially unlock the devil's fruit power. Then again there are just straight up strong devil fruit and useless ones.

In law's case. he can affect using his evolved fruit skill awakened to fully go through and stab through things which is buggy's devil fruit can counter. I'd say law's devil fruit is the same devil fruit as katakuri. One of the rare parmecias, but only the parmecia that can grant immortality based on rumors and can be used for surgery because of its ability as how law uses it(as a surgeon).

Gear 4 in itself is only good beacuse of luffys strong haki. He litterally uses too much haki and needs a break when he uses it too long. So still the fruit itself isn’t strong give nami the fruit and she isn’t that person give nami enel fruit and she is MUCH stronger. That’s what makes a overpowered fruit beacuse enel would be weak without his katakuri wouldnt
