Nooo no no, these videos are generally made in reverse where they first select a cool looking point reaaally zoomed in and then render the video

Yes, if you further zoom in to a black area it'll just be dark. So the end point and direction of zoom is planned and pre-determined. And the video is then generated from start to end.
