I noticed on my mac the my local DNS server is set as the IP address of my router. Does this mean my ISP provided router is acting as a DNS server?

Yes, it will probably just forward the request to the DNS server that you have specified in your routers settings

That is correct. The local DNS within the home internet router is a current feature of most current ISPs. It makes the administration of the local home network much easier than without.
