The knob is a fuel valve. When unscrewed it is in normal open position, when pulled up it is in a reserve position.

Beautiful job restoring the WL , IMO the WL chassis is the most aesthetic motorcycle made, wish someone made a kit so I could put my buell blast engine in one & have a proper HD. Wishing you many years of safe & fun riding

That is one sweet looking 45. H-D sure took a wrong turn as a company. Too bad they didn't play it straight.
