Seven judges reviewed the film and determined that Tolan had crossed the finish line two inches ahead of Metcalfe. Under current Olympic rules, Metcalfe would have been the winner as the first to reach (not cross) the finish line"

I believe the big controversy here was over whose torso crossed the finish line first--which was the standard of the day. (I didn't know the rule had changed.) Metcalfe joked that he lost because he had a bigger rear end than Tolan.
