How do you get charged for a crime without being arrested

In Canada where I am from, the liquor thefts got so bad that you now have to be buzzed into a vestibule, you have to present valid gov't ID and they scan your ID only then are you buzzed into the store. they have been doing this since 2020 and I am totally fine with this this process. Liquor thefts are now almost non existent.

The registered owner got the vehicle back, and rightly so. And even if she didn't, the girl being arrested would be asked to pay back the tow cost. I would say you still shouldn't let others drive your car, but not for that reason. It should be because accidents can happen and insurance claims are always a hassle and not always 100% easy to prove even when not at fault and the whole repair process is a drag.
