Both are two different stations but are in same locality & very nearby to each other. In fact Kurla is the original place &stn.on the main line originating from Ch.Shivaji Maharaj Temi.(CSMT-previously VT) built in the year 1853 when the first rly. track laid in India. Lokmanya Tilak Terminus(LTT) was built later on in 1990s as a seperate terminus some 1 to 1.5 km.away fm.the original Kurla station. LTT is a terminus while Kurla is a stn.on the local line.

My understanding is that Kurla serves suburban rail while LTT is inter-city trains. They are in the same general area, though. A suburban rail station even closer to LTT is Tilak Nagar, which I believe is on the harbour line just past Kurla. Although please correct me if I'm wrong about that. I was only in Mumbai for a week.
