I thought that drugs were legal in Philadelphia's Kensington? Besides Skid Row in Los Angeles, Philadelphia's Kensington is the most embarrassing human depravity that government has allowed to exist. City, state or even federal leadership should have put all of these people in temporary housing somewhere in desert of California or Nevada, where land is cheap.

Canada has that same skid row that you speak of for 30 years my guy. You don't hear about it because it's the cartel and the people distributing has real close ties to people with legal power. You can't house addicts all together, that won't do nothing but put the drug dealers eggs in one basket, all the dealers needs is a new meet up spot, and that's how you create a new Kensington. Your only option, is to ship these addicts at least 3 states from where they reside, provide them with an ultimatum to get clean

No idea how they don't think this is common the badlands is mainly Latino and they have been running drugs in that area since the 90's. The very fact they don't have more arrests tells me how ignorant they are either intentionally to the issues Kensington Badlands has or just very poor police work. You can arrest people all day long in that area and not make a dent in the amount of drugs coming to the streets.
