Nicht unbedingt. Du kannst es mit der Klasse S fahren. Den kann man mit 16 machen. Der ist auch für 50 ccm Quads gedacht und der Twizy ist rechtlich gesehen ein Quad. Deshalb hat er keine Scheiben.
