A lot of expats think they are staying under the radar for filing by exclusively using the ATM to withdraw cash rather than transferring the money to a bank in Colombia. Of course, I don't understand why DIAN doesn't make ATM withdrawals as one of their thresholds instead of that redundant credit card threshold. Expats also present their passport instead of their cedula claiming they are tourists when making large purchases such as appliances. When is the DIAN going to wise up and check with the cancilleria regarding income reported on their visa applications including for those retirees who subsequently marry a Colombian and then apply for a marriage visa when time comes to renew and don't have to report any income on their application. Now the expats are sweating over the pension reform, thinking now that a part of their pension will be taxable. Of course, if they can stay under the spending threshold, and maybe have friends or family bring in cash of 10,000 or less to the country, they may be able to stay under the radar.

When will the Dian check with the Cancillería to confirm that expats are at least reporting their income from their visa applications? Also, there seems to be a belief by expats like WH, that eps can be used to renew pensioner's visas. Why are so many visa processors not getting on board with this, at least on their websites and marketing emails? And should individual EPS agencies know that pensioners should not be entitled to inscribe at the minimum amount, when the minimum pension to get a visa for pensioners is about $1,000 currently?

If you are tax resident and meet the criteria (Gross equity qual to or greater than $211.792.500 COP, Income of the taxable year is either $65.891.000 COP or equal to it...) then you will have to declare taxes, this does not necessarily mean that you'll have to pay. Once you know if you have to declare taxes, the second question arises: Do you have to pay taxes? In order to answer this question, it is necessary to review your financial information. If you receive a pension, and the value is less than 1,000 UVT monthly (equivalent to $47,065,000 COP = $11.380 USD at today's rate) is exempt from Colombian taxes, you will not have to pay taxes on your pension. Your spouse or permanent partner who is not legally separated, or dependent minor children, have tax residence in the country; or, b. Fifty percent (50%) or more of your income is from national sources; or, c. Fifty percent (50%) or more of your assets are managed in the country; or, d. Fifty percent (50%) or more of your assets are considered to be held in the country. If you do not meet these conditions, there will be no consequences for returning to Colombia. However, if you become a tax resident and meet the conditions that make you eligible to declare taxes, then you are obligated to do so. In between i lived in Ecuador and Colombia, where i hade in both countries Cedula and Drivers License. 2014-16 Ecuador and 2016-17 Colombia. If I am able to retire to Colombia in 2024 my entire income will be in the form of about 1/2 pension and 1/2 interest on bank CDs. I will no longer have any employment income. Both together would still be less than the amount you stated in the comments that is exempt from pension taxation. But I am not clear if the interest portion will be taxable, or if that is still considered "earned" income. Also both will be taxed in the United States but at a tax rate probably lower than that of Colombia.

If I am able to retire to Colombia in 2024 my entire income will be in the form of about 1/2 pension and 1/2 interest on bank CDs. I will no longer have any employment income. Both together would still be less than the amount you stated in the comments that is exempt from pension taxation. But I am not clear if the interest portion will be taxable, or if that is still considered "earned" income. Also both will be taxed in the United States but at a tax rate probably lower than that of Colombia.
Also about half of that interest income is actually coming in the form of distributions from my IRA accounts. Are IRA distributions treated like pension income for like earnings
