A sleeper board is just a piece of wood you place under your decking as a sort of frame for ground-level decks. Generally, you can just use 2x4s.

Thank you for the comparison, it was very useful and to the point. What about the strength and flexing of PVC vs composite? I'm looking for the right material for steps to make sure that steps don't flex.

Thank you and great question. If you are worried about flexing, we suggest installing on 12" on-center joists, especially for PVC. PVC tends to flex more than composite. Solid composite usually can't feel flex even with 16" on-center. Scalloped composite we recommend 12" on-center as well.

Can you glue down composite or PVC to a concrete slab? Or is there a track system?

Great question. It's best not to glue. Ideally, it is best to use sleepers and attach the composite to them, manufacturers recommend around, 1.5" off the ground for the material. Alternatively, if the glue is not corrosive then it should be fine, but it would not be warranted by the manufacturer.
