You dont need half of this crap. Les Paul wth a Seymour Duncan DDJ or SH6; Marshall type overdriven amp - crank mids; Boss DD3; Boss BF-2 (white knob); Dunlop 535 (non q) - SUPER IMPORTANT ! ! This is enough to cover 90% of his tones. If possible get a 2nd amp (mesa /diezel/rivera) to fill up the frequencies where the Marshall is missing.

Ive been studying Stephs tone for months now. I mean straight up buying his signature guitars, buying an AxeFx 3 so I could tone match his guitars with what isolated recordings I can find, reading articles, looking at images, watching all of his playthroughs, reading everything on Equipboard, and of course watching KZread. He's got a secret he's not telling us about because I cant tell you how many weeks I've sat at my computer dialing in tones on my AxeFx. I can get 70% there but theres still something very important I'm missing. And no, it's not double tracking, that's elementary. I know he uses the JCM800, JMP-1, Marshalo 1960 cabs but there is something he's doing that sounds different with his effects chain and I can't figure it out and he won't share.
The player him/herself has a lot to do with it too. The rigs can be identical, but each person will approach playing the guitar differently. In one of my last bands, we had 2 guitarists -- me being one of them. We were double tracking the rhythm parts for a song, me on the left, Dennis on the right. There's 1 spot in 1 song where my guitar track is actually the other guy playing 2 quick "chug chug" notes...because the way his hand hit the strings was the sound we were looking for. Identical signal chains, same guitar, same pick, same everything...but our hands were shaped differently so the performance sounded different. Stef has given away his presets in the past for that same reason: nobody has his hands. The presets and signal paths are only part of the equation. :)

I have been learning and playing cover songs since before dude ranch, but ive never once tried to “match tones” i just play the songs with how I want my gear to sound. I understand copying peoples riffs, but not their gear

First of all, so called "Jack White" is not his real name. There is nothing wrong with his actual birth name, John Anthony Gillis. He obviously "sold out" his birth name because of the shallowness of the entertainment industry?! Most likely the change was made as the result of a greedy Business Manager or Studio, with perceived notions of greater recognition accompanied with monetary gains? Secondly and in reality, it's also shows blatant disrespect for one's parents & their family heritage, just to possibly obtain (not necessarily earn) a greater buck?!

It depends on if you have a good amp, as I just use Bias FX2, but a Noise Gate, Compression, Distortion, Overdrive, 8 band EQ are essential for almost any tone, depends honestly. I know its more than three but there great to have.
If you wanna play Avenged songs you need to get a Boss MT2 Metal Zone pedal, closest I’ve ever got to copying their sound
