Paris Agreement is only legally binding in the sense that any country that ratifies it becomes legally bound to observe the obligations set out in the text. But if you read the text carefully, you will see that the only obligations consist of stuff like preparing climate change plans, holding regular meetings with other signatories, and reporting emission levels in an accurate manner. There is a global goal for all countries to do their part in ensuring that emissions remain well below 2C, but this general goal is not broken down into specific reduction obligations. So a country can sign the Paris Agreement and present a climate plan that envisages no change at all in its emissions. It can then justify this by saying that its national circumstances don't allow it to do more. As long as that country fulfils all the reporting and administration distractive requirements, it will be in full compliance with the Agreement.
