My electric fence did the same thing, I had to replace the charger. Mine is mounted on wood with a cover or roof over it.

Get hay bags used for horses or have you tried them already. There are a few choices.

I used hay nets when i first started with goats and found them very difficult as the goats liked to chew them and got stuck in them.
