  Case 28 GLRO 604 lots 1 up to 381 that way 1986 heirs of Native Tboli private claimants conduct a laymans' and informal researched at the Bureau of Lands PC Hills Cotabato City has discovered numerous lots on Case 28 GLRO 604 was declared public lands by CFI Judge Higino de Guia of Cotabato through a clerk of court without a name only his signature at the outbreak of World Pacific War 2 1941 on the ground that Native Tboli has no written evidences of ownership serve as Error 1 of historical injustice suffered by Native Tboli of Kiamba Cotabato now town of Maitum Sarangani. That Judge Higino de Guia was not a cadastral judge but it was Hon. Benito Natividad for reference LRA Decree & Microfilm section and was a usurpation of and abuse of authority by then CFI Judge Higino de Guia. That since 1998 LRA Task Force Titulong Malinis was mandated to confiscate fake title that was discovered phoney in term of security papers used by organized land grabbing syndicate operating in Mindanao. We appeal to the Supreme Court to come to our rescue to the Supreme Court of Strategic Plan for year 2022-2027. That by virtue of Cariño Doctrine and Jurisprudence our lost "Fusaka Lands" i.e. Native Titles will return back to the Native Tboli private Claimant the soonest. We come knowing the program of the Supreme is to help those who are less in life like Indigenous Communities of Mindanao. Thank you and God bless the ministry of the Supreme Court. This is one fundamental purpose of reporting high quality, periodic, detailed and accurate fish catch information which the VMS and ERS intends to provide.
