  Except for disassembly and a little pick to remove some exterior dirt I don't see any "cleaning" being done. When I clean a small carb, once I have it apart I use a can of carb cleaner and thoroughly blow out EVERY orifice and make sure there are no odstructions to air or fuel flow. THEN reassembly and adjustment will make the engine run like new provided there is no problem with the engine itself.
