  Well it kind of worked, of course the rich bricked their houses, but from what I've heard "only" every second window. And the poor didn't suffer from that tax anyway cause they didn't have wondows, so for me the story is pretty successful for theory that gets confronted by reality.

  You are correct. I meant Ghana was the first colonised, black African country to become independent: the Arab speaking countries of North Africa (except Algeria), along with Liberia and Ethiopia, were all independent before Ghana. Sorry for the misunderstanding and thank you for your comment
