  Please for the second picture, can I still do the armhole tightening we normally do.( eg, contouring it by 1” or more and then redrawing the armhole) since I’d be padding it . Or isn’t that necessary?

  If it's going to be a tube or with straps, then it's important you contour the armhole for a tighter fit. Except you want it a bit loose around the armhole

  Do you always have to remove the darts? What if someone just drafts a new basic skirt pattern without a dart and uses? Will it make it more straightforward?

  I started off with a basic skirt pattern which must have a basic waist dart, If you decide to start off with a dartless skirt pattern that's okay. I would advise you get used to pattern drafting techniques for better designs and good fitting. Thank you

  From the pattern, you'll see there's armhole in the bodice, you'll attach your sleeve there, The cape just hangs in there after you've sewn it to the assymetric neckline

  It's same method for a gown. If you don't want joining at the sides, join your front and back pattern on the sides use a celotape to hold them together , then cut on fabric
