I think it's based on income. If you already have other World cards, you may want to reach out to them and ask if they can switch you to World.

They have 2 blocks of rooms. One block is by the ocean and that's what shown on the video. There is no partial view here. Each room is facing the ocean. They have another block of rooms across the street. Those have no ocean view.
