Sort of, Batman has a moral code where he doesn't kill, he also holds back a surprising amount, to the contempt of many in Gotham city, with the Joker being a big example of that. Frank Castle has no moral code when it comes to criminals, and doesn't hold back at all, only on certain occasions like when there are children involved. He once went into a families house and brutally ended a mother and father who were using their own children in a cp ring, but only after making sure the kids were safe and away from the bloodshed. Batman is basically a version of the punisher with an aversion to firearms and use of lethal force, that being said if batman were to lose all of that he'd be extremely dangerous and practically unstoppable considering his intelligence, vast wealth and access to just about anything you could legally or illegally obtain. This has been proven on numerous occasions with the dark multiverse storyline showing several examples of Bruce killing off other superheroes and ending the world in numerous brutal and twisted ways.

Superman could put his hand through Bruce's chest in less than a millisecond like he was made of tissue paper, he'd have zero time to react. That goes for the vast majority of Superman's rouges gallery and most of the justice league, as well as their individual rouges galleries. Plot armor is one hell of a superpower, without being a legit canon superpower lol
