The assumption is that the universe is still expanding when there is no way to tell if it is or not. All we know for sure is it DID expand but not that it is expanding.
I thought they said it was impossible for it to return? Maybe something has turn it back? Think about this, if its coming directly back towards earth from that far away then its coming with a payload.
