  This is almost similar to my scenario, but only this even after following same steps when trying to hot web site hosted on windows vm which is routed ro https not working. Where I need to make that change in lb to get that traffic routed ro https 443 ?

  Hierarchical Firewall Policy will be helpful if we want to block or access traffic at a Organization level, even we can break it into department level like prod and dev. Customer wants that Dev environment can access internet but not production environment. To break it even more we can use global or regional firewall policy, like you want to EU regions can not access certain level of resources. Meanwhile firewall rules are for a single VPC Network and so need to manage it for different VPC if want same configuration across all VPCs, so better go with Firewall Policies and easy to manage.
