L’OiEau intervient essentiellement dans le développement des compétences pour une meilleure gestion de l’eau en France, en Europe et dans le monde, à travers ses quatre piliers : la formation professionnelle & l'ingénierie pédagogique, l'appui institutionnel et technique & la coopération, la valorisation des connaissances & les systèmes d’Information, ainsi que l'animation et la coordination de réseaux d'acteurs.
