I did not see any evidence of manufacturing including delivery trucks or even the bays for them . R & D makes sense.

Tesla doesn't seem to have a problem with drone flights at most other locations because they help promote Tesla and Elon. One drone pilot was even given special treatment and allowed to skip the line to buy a Cybertruck.
