    Yes, many inventions were made in China -- where most of them languished until they were brought to the West. The Chinese seem to have invented irrigation. Or at least, they were the first people to build a vast irrigation system. But that required a vast government. This government pigeonholed people and allowed almost no upward mobility. If you were a farmer, chances were, you'd remain a farmer no matter what you did. (Unless you became a eunuch.) There was no incentive to take what you had invented and innovate. In the West, people could take an invention and use it to get rich. So they seized on these Chinese inventions and changed the world. Incentives matter.

    Chinese scholars valued the humanities and the classics. But China was strong and prosperous until about 1750. Your farmer in Europe was better off after the French Revolution and social change, but not in earlier times. A talented boy could rise in China if he could get an education, because the Chinese invented a Civil Service where positions were gained by competitive examinations. By considering themselves superior Chinese closed themselves off from benefiting from modern ideas from other countries, They learned the hard way.
