I could see the steel had a high carbon content by the spark pattern when you were cutting it, I thought you would have heat treated the head?

No judgement just an observation, I was taught to hit from the end inwards to draw out a piece to keep the metal from mushrooming at the end. It doesn't look like you did though! Plus nice work using the inside of the tongs for a twist!

Nice outcome differnt to traditional tongs made by forging the 3 steps including the boss, was that made from 16mm re - bar or 20mm?

This is mounted inside a wood arrow shaft I presume? I imagine the shaft will shatter on impact. Perhaps that is intended? Though it seems a waste of materials. Good black smith skills! 👍

Same as strong you bind the schaft around the tang with sinue and glue

Typically these long tanged arrows go into bamboo or cane shafts. They are set in hide glue or a resin and bound in sinew or rattan fiber. They become very tough. There is usually a step behind the head to stop the point from being forced into the tubular shaft and splitting it. Here, it’s less defined, but I think the twisted section does the job.
