  Its the driver of the car holding the camera lol. In india the steering wheel.is on the right and so there cant be a camera man. In one of the shots you do see the driver also popping out of the front window. Im guessing he was holding the camera

  Health safety is usually a thing when big productions are making a video. From what I understand indie artists like hanumankind usually get some friends together from different fields and shoot these things with a skeleton crew and a micro budget. Could be wrong but I’ve seen this happen a lot here. And yes the health and safety rules aren’t as strict here.
