  Probably the dimmer circuit of the led display and S-meter lamp causing the heat… those big resistors… and power transistor 2SC1419 attached to the metal shield you said is heating up, serves as heatsink of dimmer circuit. If your 3 Amp fuse that’s on the spec of this 138xlr does not blow, it has no short circuit. My old President Grant D858 PLL which is very much the same as this Cobra 138xlr in circuit design also heats up in that area, that is tolerable to touch🙂

  Had a 148 GTL back around 1987. It was the best radio I ever owned. Had it all the way into 2011 when it burned up in the Bastrop Complex Fire. How much for the one that is in the best overall shape (internal and exterior cosmetic)?

  Bought 2 of them off 'greed-bay', BIN. One 40ch with digiscan was used as base, not mobile & the other 23ch also used as base staion. Both very good condition. Nice radios, like the old Couriers.

  The real super thing with the GE CB's was the GREAT Non fatiguing RX audio. Clearly the had Real high end audio engineers design the AF section because, you could listen to the band all night and never have the typical fatigue and other neg. effects you got from listening to other even expendive rigs. The problem with all the GE CB's was thatvforca huge company with the engineering resources they had, the TX Audio was only average or less. So they lost out in the market to Cb's with GREAT Audio Out like the Tram's and Presidents or even tube Icons like Poly Com's or radios you could easily MODIFY to have super audio out like the Sonar's and certain Lafayette models. But for Receive audio they eere Amazing!!!!
