Sir, I am confused. Here in Australia, I and every other gem factor always cut the pavilion first. I believe it is the same over most of the world. When it is time to facet the crown, we use a transfer block to ensure that crown and pavilion facets are aligned. How do you ensure alignment? And why do you cut the crown first?

Completely agree. Pavilion first would be the right way to go to ensure right proportions and more predictable and rational output. This is how most of the Ceylon gems are cut. I believe to maximise the yield at the expense of brilliance. Alignment is achieved just through the eye sight and practice but will definitely bring flaws to the final product like uneven girdle line and off culet.
