The problem the CS is talking about seems to be Nairobi specific where the rich own huge tracks of freehold land in leafy suburbs like Karen, Muthaiga etc but pay nothing to the central government yet they have the capacity to pay. When you apply that argument to rural cities like Kisumu the story is different as freehold areas of this city is in the hands of the peasants with less than 1 acre of land. You're talking about Manyatta, Nyalenda, Nyawita, Obunga. In this city that would be a tax on the very poor as unlike the assertion by the CS that Kisumu is among the cities where the rich have freehold Kisumu isn't one of them. There's only one keafy suburb in kisumu, Milimani, where the rich stay and land ownership is leasehold. The CS is not properly briefed.

First of all not everyone is well to do. Families have owned these lands for decades, it is very unfair to start taxing people land rent.
