this feels much less like 6/8 than syncopations in 3/4 the 3/4 pulse is stronger for some reason (maybe it's because the chord progression is similar to city of steel) I mean, do you hear a 6/8 pulse or a 3/4 one?

Good guess! PPS is just an easy way to identify our grade level ½ concert band music. Long ago, it stood for "Primer Performance Series." ✨
