  The legendary bird you can encounter and catch depends on who your first partner was. Chespin users find Articuno. Fennekin users find Zapdos. Froakie users find Moltres. You’ll have to use Pokémon Bank&/or transporter to get the other 2, or just get them from trades. Pokémon Bank and Transporter are still active, but those may get shut down at some point.
