  The Runda situation is actually man made. Someone bought the property where the outlet was and that caused a blockage. The 'dam' was under new management.

  Exactly. So the next question is, how did Govt agencies create titles out of the place covering not only the dam but also the exit of the dam? Isn't Govt supposed to ensure the sanctity of titles? Where are the individuals in Govt who takes bribes and create titles out of dams? The current owners of those properties could be the 3rd or 4th or 5th line of owners. We must go back to the days when title deeds enjoyed sanctity.
