To be fair, the woman at the start is kinda right; as much as we love them I could see it from the perspective of both an outpost researcher or even another starfleet researcher that they might view starfleets tendency to intervene in certain specific circumstances as problematic even if they may understand it in other ones. Though starfleet isn't solely a military organization like boimler points out; that doesn't mean it is wrong to point out issues with its military element
