The shortest is about six. The full scene (with all of Shirou and Rin's conversation) lasts roughly 2 minutes and 30 seconds, or 150 seconds. Assuming a constant, generously slow rate of 15 seconds per sandwich, Saber has eaten all of the sandwiches except the ones in Shirou and Rin's hands by the end of the scene.
