My understanding of ex-pats is that they are receiving some kind of pension from their original government and spending most of that pension in the host country, much to the benefit of that country. This helps the new generations adjust to the values of the host country. Plenty of non-western nations have problems with western missionaries who do not demonstrate an adjustment to the host nation culture. Islamic missionaries, official or non-official, should not be surprised that they get some verbal pushback in a host country. Western missionaries sometimes get killed. Some blend in, because their good news is a matter of the heart, it is supracultural.
