The California that my family move to in 1977 is not the same state that I escaped at the 2018. It is a very expensive state to live in, and the quality of life, especially in the metro areas, is deteriorating with businesses moving to other state. Just to illustrate, per AAA as of this writing, of the 25 most expensive metro areas, California occupies 23 of the 25 slots. I think a key consideration for the line of succession is that, even if there is a successor, that doesn't mean they can do the job. The line of succession should be in order of most relevant positions to the situation that would trigger it.. for example, homeland security should be near the top because a top concern if it happened would be security.
