  It looks like they randomly poured concrete on the ground (without rebar) for some kind of base, then piled dirt on top of it. It appears that in India to be an engineer all you need is a pencil and piece of paper.

  I agree the peole need to get out of the way and stay back away from the dozer, they could get hurt-----also the city/village there needs to put a bounty on trash like this and pay people to collect it and bring it in to a place where the city would pay the people money$$ for each pound they collect, and people would and should go around and pick this stuff up to sell it to the city for money, the city wouldn't have to pay city workers to do it, as it looks they dont anyway, they need to inforce a litter law and charge people a fine that throw stuff like this on the ground and in the streets and the waterways. this is a solution and can be done and fixed , the people who are running the city is not careing, this mess is unhealthy for the people living in that area.
