Regarding the charging arrangement, I have a 24V battery loco wired by Mini Train Systems in Australia. They use a 3-pole circuit breaker on the batteries, the 3rd pole of which joins the 2 batteries in series for normal operation. The batteries are also wired to a 4-pin Anderson socket, and the charging plug is wired to charge the batteries in parallel from 12 V, which works because the series connection is broken by the main circuit breaker, which must be off for charging. This seems like a good arrangement to maintain equal charge.
