  1. look for a file labeled 'gameinfo' (found inside the 'valve' folder) 2. open up gameinfo, then find and delete the line that says 'secure "1"' 3. Create a shortcut > Right Click > Go into Properties 4. in the box labeled 'Target:' and type '-dev' at the end of it. Hopefully this will work

  It's been a long time since I did this, but to have access to that, I think you need to add '-dev' or '-console' to the "Target" box (found when you right click a shortcut and click properties). After this you should be able to open the console just using the tilda key ( ~ ). If not, you could rebind it in the controls menu

  That is an effect of the 25th anniversary updates animated menu. Xash doesn't support that menu so you'll have to add a menu of choice. To add a menu look it up, I don't know.
