My view about the oil and gas development in Nigeria, is that the Local Content Development board is one of the best implemented policies of the Nigerian Government, where local companies like Hallmark Global Petroleum can now undertake Turkey offshore facility maintenance projects and conclude such successfully, safely and in a good record time, without recording and LTI, not just doing and finishing, but also be able to win the clients recognition of the BEST SCAFFOLDING AND PAINTING COMPANY for the Painting Campaign of 2012/2013, all this being archived without having one expatriate in their crew, this is just to say the list, many other difficult projects, FEED designs, construction activities also has been done successfully by other Nigeria companies, Technology transfer is evident and visible enough in this area of the economy, i advocate for the support of the incoming Government to support the local content development board to reliase the proper utilization of the 1% development fund being kept aside, to ensure that the NCEC projection arrangement of domiciling most of the products and materials is actualized, the contractors are quiet willing in my assessment to take the risk of this domiciliation, however, there must be this support of the Government in Funding, and Monitoring, this will in no small way reduce the employment deficit in Nigeria, and make the economy stronger by its resonance, its worth to note that we cannot be talking about development when greater part of every project equipment and materials in Nigeria are imported, we simply enrich these exporting countries, and Nigerian Banks lack the capacity to support such long tern projects and see them to fruition, for this reason a development fund is required to ensure that the domiciliation projects are successful, I will also like to comment on another key area which i think the NCDMB/NDDC needs to do more that they are doing at the moment, you see when we say we want to empower people, i think we need to first start with a legislative frame work that will enhance the right of the workman and also state clearly what is the worksite PROHIBITIONS,eg, when the IOCs say you cannot fly the chopper without a BOSIET certificate, they have immediately mandated all offshore workers to be trained in that area, thereby making that training lucrative and sustainable for people who wish to go into it, take for instance i made a presentation in the NCDMB/NSE conference held in Port Harcourt, made to the Ministry labor, Made to NABTECH about scrapping the use of bamboo for construction at the interim for heights above 3 meter, and prohibition for workmen working on height without proper traning, PPEs, and essential tools like scaffold boards and safety highness, there where promises at all this lavels to look into this area, yet nothing is done, men keep failing from height each day at our work sites, yet no body seems to see those, and site owner do not see workman safety tools as their obligation, So gathering people and giving them a skill training here and ther will not do much, i think will need to put a legislative frame work in place and them change our curiculums in the technical collages to suit our need, also build more advanced certification centres all over the country, either creating a burue to manage this or enhance the activities of NABTECH to handle them, this way we can develop trained work force ready for the oil and gas developments ahead of us in both OIL and GAS prospecting.
